Annotation 1
More than one hundred people, mostly African Americans, were killed in New York City’s draft riots from July 13-16, 1863. Many more left the city afterwards. Philadelphia avoided the serious draft resistance that New York experienced, largely because, one suspects, that with so many troops making their way to and from Washington, the city took on the appearance of military camp.
